Very little is known about this 8-page publication. Maybe it's a fantasy work by Urban Gwerder - see magazine Experience.
Javier Marcote send me this entry (thank you, Javier!) and he commented, that there is a funny Spanglish used like "Promo-Pictchas ... El Courtesy de la Bizar & Discreeto". This item was offered as a Spanish fanzine, but may be of Californian origin.
